Japan is one of the most disaster-prone countries in the world — regularly affected by earthquakes, tsunamis, and typhoons. Disaster-prevention policy, together with the response activities carried out by local governments and fire departments across the country, has developed into a field with real breadth, depth, and decades of accumulated experience.
This program also looks beyond natural-disaster response itself to cover Japan’s national emergency management structure: how the Cabinet, led by the Prime Minister, organizes its response through mechanisms such as the Cabinet Secretariat’s crisis-management system, and the escalating tiers of disaster response headquarters that were used, for example, after the Great East Japan Earthquake.
Our Approach
ABITAD is a newly established company, and we are still building our own track record as an organization. At the same time, our team brings hands-on professional experience — developed prior to founding ABITAD — in designing and delivering training related to disaster prevention and emergency management. We draw on this experience, together with ABITAD’s network of Japanese public institutions, subject-matter experts, and program partners, to design training programs tailored to each delegation’s objectives. Natural Disaster Preparedness & Response
- Japan’s approach to earthquake, tsunami, and typhoon preparedness
- The role of local governments and fire departments in community-level disaster response
- Historical case studies, including lessons learned from major disasters
National Crisis Management Structure
- How the Cabinet, led by the Prime Minister, organizes Japan’s response to major emergencies
- The Cabinet Secretariat’s crisis-management functions and the escalating tiers of disaster response headquarters
- Coordination between national and local levels of government during large-scale events
Nuclear Safety Management (advanced option)
- Since the Great East Japan Earthquake, Japan has significantly strengthened nuclear safety management and regulatory oversight
- Where relevant to a delegation’s objectives, ABITAD can arrange expert lectures and site visits in coordination with specialized institutions such as the Japan Atomic Energy Agency (JAEA)
Site Visits
- Visits to local fire departments, disaster-prevention centers, and municipal emergency-response facilities
- Additional specialized visits, such as nuclear safety facilities, can be arranged depending on each delegation’s interests
